The Conclave . . . . or the Closed-Door Think Tank 'Group.'
When changes are suggested, the outcome is decided by the Conclave.
The Conclave composition: From 12 to 24 members AS A MAXIMUM.
Maximum shares is fixed at 10,000 Marks.
Existing Marks Holders: 9 Flame Chamber Members, and from 5 Custodial Chamber Members.
Flame Chamber: A minimum of 3 Inner Circle members up to 8 maximum IC members, along with the two highest-ranking members from both the Elder Circle and the Witness Circle, for a total of twelve Flame Chamber members. Where a vacancy exists in the Elder/Witness circles members, an Inner Circle member may opt in (temporarily) until such a Elder/Witness circle member has applied and has been accepted and is in place. Marks at par purchasing/selling.
Custodial Chamber: From a minimum of 3 up to a maximum of 12 Custodial Chamber Members.
The fixed maximum Marks applies to both the Flame Chamber shares added to and including the Custodial Member shares.
